Ministry Sets October 1 Target to Streamline Subsidy Delivery
In a major policy directive aimed at plugging leakage in energy welfare programs, the Union Ministry of Petroleum and Natural Gas (MoPNG) announced that Biometric Aadhaar Authentication (BAA) will become mandatory for domestic Liquefied Petroleum Gas (LPG) consumers starting October 1, 2026. Under the directive, consumers who fail to complete BAA before the deadline will no longer be able to book 14.2 kg LPG refills at the regulated Retail Selling Price (RSP) with government subsidy. The ministry stressed that domestic gas connections will not be disconnected, but unauthenticated users must pay full non-subsidized market rates.

Plugging Commercial Diversion and Fiscal Under-Recoveries
The government's decision follows years of field audits identifying widespread unauthorized diversion of heavily subsidized domestic cylinders for commercial and industrial use. With implicit subsidies on a standard 14.2 kg cylinder standing at approximately ₹210 in September 2026, public sector Oil Marketing Companies (OMCs)—Indian Oil Corporation, Bharat Petroleum, and Hindustan Petroleum—have accumulated over ₹62,000 crore in unrecovered losses. Linking each connection directly to a verified individual ensures that federal compensation of ₹30,000 crore allocated to OMCs directly benefits eligible households.
Multiple Verification Options Available Across Rural and Urban Areas
To prevent inconvenience to genuine consumers, oil marketing companies have deployed three primary authentication mechanisms:
Doorstep Delivery Verification: Delivery personnel can complete facial or fingerprint BAA on-the-spot using official OMC smartphone applications.
Distributor Showroom Visits: Consumers can complete e-KYC directly at their assigned local gas agency showroom.
Self e-KYC Mobile Applications: Consumers can complete self-authentication using official distributor apps—IndianOil ONE for Indane, HelloBPCL for Bharatgas, and HP PAY for HP Gas.
For households that choose not to undergo biometric authentication, OMCs will provide non-subsidized 5 kg or 10 kg cylinders at market prices via digital opt-out requests registered through mobile apps, WhatsApp chatbots, or IVRS systems.
